1. Select the highlight tool

Why Can’t I Highlight Text?
If you’re having problems with the highlighting tool the file may be composed of too many images and does not contain enough “actual” text.
If you are not able to select the text with the text selection tool then you will not be able to highlight it either. You may need to consider other markup tools.
Can I Print Only the Text That I Have Highlighted In My PDF?
It is possible, but you will need to have a feature called “Copy Selected text into highlight, strikethrough, and underline comment pop-ups are enabled before you begin highlighting your document.
The Comment Toolbar
There are many functions on the comment toolbar located in the Adobe program.
Where to find the comment toolbar:
Open the file with the Adobe program

You will be able to type your text in a pop-up note. You can also use the select tool to copy and paste text from the PDF into the note. Then you can close the note and your text will remain.
Highlighter
Click and drag the cursor to select the area of text you want to highlight. Then click the highlighter option in the comments tab.
Underline Text
Acrobat allows you to underline text within a PDF document using the Underline Text Tool.
You can also use the Properties toolbar to underline text. If it doesn't come up automatically, hit Ctrl+e on your keyboard, to bring up the Properties toolbar so you can adjust some properties of the underline.
Strikethrough
This tool is used to either select the strikethrough option directly on the text and then press Delete. You can use the Comment toolbox, select the comments you want to remove, and then delete them.
Add a note to replace text
This tool can be used for text edit comments to indicate where text should be edited in the document. Text edit comments do not change the actual text. Instead, they indicate which text should be deleted, inserted, or replaced in the document.
Insert text at cursor
This tool can be used to place your cursor where you want to insert the new text. Click on the Insert Text tool and the text field will pop up on the right of the screen. Type your comments in the text field and close. You will see a blue block on the screen and when you run your cursor over the box, your text will appear.
Add text comment
Click on the page on which you want to comment, and move your cursor to the position at which you want the comment box to appear. It will connect the box to the comment subject with a colored arrow. Type your text in the box and close. Your text will stay where you opened the text box.

Using drawing tool
The Pencil tool allows you to draw freehand shapes or text on the PDF document. The pencil annotations can consist of multiple marks or gestures.
Erase drawing
If you make a mistake using the drawing tool or if you no longer what the drawing in your PDF you can select the erase drawing tool and remove it from the PDF.
Stamps
Imprinting a stamp on your PDF document will allow you to label the document with important information. For example, the document's approval status, confidentiality level, or if the document is a draft.
Add a new attachment
You can attach your PDF documents and other types of files to a PDF. If you move the PDF to a new location, the attachments move with it. Attachments may include links to or from another document(s). Please be careful not to confuse attached comments with file attachments.
Drawing tools
When marking up PDFs, a simple drawing can sometimes explain things much more effectively than a long-winded text comment. For example, if you need to tell an editor to move an image on a page, you can show the new location clearly with a drawing. The drawing tools are automated symbols and not free-hand drawing.
